DRAFT REGULATIONS ANNOUNCED FOR SETTING UP OF FOREIGN UNIVERSITIES AND HIGHER EDUCATIONAL INSTITUTIONS IN INDIA
The University Grants Commission (UGC) has announced the draft regulations for setting up of foreign universities and higher educational institutions in India. The foreign universities with campuses can only offer full-time programmes in offline mode with approval from the UGC to set up the campuses in India.
Though the Universities have freedom to decide their admission criteria and fee structure, UGC has advised to follow reasonable and transparent approaches in this regard. It will have autonomy to recruit faculty and staff from India and abroad.
The initial approval would be for 10 years and it should be renewed in the ninth year fulfilling certain conditions.
The final norms will be notified by the end of the month after the feedback.
“The New Educational Policy (NEP) 2020 has envisioned that top universities in the world will be facilitated to operate in India. For this, a legislative framework facilitating such universities will be given special dispensation regarding regulatory, governance and content norms on par with other autonomous institutions of India,” said M. Jagadesh Kumar, UGC Chairperson.
